Some states have an open state policy that allows students from all over India to apply for seats in their government medical colleges. Most states have a closed policy that only admits students from that state to their government medical colleges. Private colleges in closed states mostly only admit students who are residents of that state, but they generally have a management quota that allows them to admit students from other states.
