No, it is not mandatory to participate in both the counselling. Yes, you can take part in one of the following counselling. There are 50% seats devoted to All India Quota and 50% for state counselling for a college, devoted to students applying from a particular state.
MCC administers counselling for the subsequent Institutions/Universities:
50% All India Quota seats of an entire number of states (Union Territory of J&K is accountable for their offering of seats).
100% seats (All India Quota seats and Institutional Quota seats) for Central universities (Aligarh Muslim University or Banaras Hindu University or the University of Delhi or Central Institutes as per situations furnished by the individual college/institute.

You might be eligible for the linguistic minority quota in NEET. Linguistic Minority reservation is relevant for Telugu, Tamil, Kodava & Tulu of Karnataka domicile nominees only. You and one of your parent’s mother tongues must be Kannada/Tulu/Kodava. This guardian should be a domicile of Karnataka state. You have to pass a Kannada Language test administered by KEA to be eligible for this quota. Since you have completed your mbbs from Karnataka,you are eligible to apply for state quota seats in Karnataka.
You have to mention whether or not you availed any reservation during MBBS admssion in Bengal. MCC considers a central list for OBC caste for NEET PG counselling while taking students under All India Quota or AIQ. If your caste is under the state list of OBC caste, you will be eligible for a reservation under the OBC quota in the state counselling if and only you apply for state quota seats in your state. So you can course avail the benefits of reservation under OBC in your state. You have to check whether or not your caste is involved in the West Bengal OBC list, if not you will be treated as a general category student for the AIQ seat and won't be able to avail any benefits of reservation. Through NEET PG cutoff, candidates who cleared the cut-off will be awarded entry to 50% All India Quota (AIQ), 50% state quota, all deemed/central universities, ESIC/AMFS colleges, and private institutes.

UP NEET PG Counselling 2022 is the state's centralized online counseling process for PG medical students interested in studying MD/MS in Uttar Pradesh at one of the state's many governments and private medical colleges affiliated with the State Medical University Uttar Pradesh. Aspirants must first register for the Uttar Pradesh NEET PG Counseling. The admission process will be administered by the Directorate General of Medical Education and Training, Uttar Pradesh, and will be based on one's NEET PG 2022 Scorecard. For UP NEET PG 2022, counseling will be held for 50% of state quota seats in government medical/dental colleges and seats available in private colleges.
As of now, the application form for the NEET PG counseling 2022 in Uttar Pradesh has not been out yet. The registration form and counseling schedule are expected to be out soon.

Different states have different domicile rules for NEET PG. The domicile rules for Telangana are as follows:-
The aspirant must have passed NEET PG 2022
The aspirant must possess citizenship of India (comprising PIO/OCI )
He/she must possess an MBBS degree from a college placed in Telangana/Andhra Pradesh, Or
He/she must possess a domicile of Telangana/Andhra Pradesh.
So, since you're from Andhra Pradesh you are eligible for a 50% state quota in Telangana.
